Tax snapshot
- Law No. 2 of 2008, amending Income Tax Decree No. 3 of 1955, fixes the tax at 15% of net taxable income on every body corporate carrying on trade or business in Kuwait — in practice foreign-owned entities, because Kuwaiti and GCC wholly-owned companies fall outside it. Those instead pay Zakat 1%, KFAS 1% and NLST 2.5% on net profit; a foreign-owned entity pays none of the three. Profits from trading on the Kuwait Stock Exchange are exempt. There is no personal income tax and no VAT. ⚠️ Withholding tax is nominally 0%, but a payer must retain 5% of the contract value until the recipient produces a Tax Clearance Certificate.
- Kuwait levies no VAT. A GCC-wide VAT framework agreement exists and Saudi Arabia, the UAE, Bahrain and Oman have implemented under it; Kuwait has not.

Headline statutory rates. The income-tax figure includes national surtaxes; any regional or municipal layer is shown beside it. Social contributions and reliefs are excluded. Verify the current rate with the authority before relying on it.
At a glance
An oil-funded economy with untaxed personal income, where residence is firmly employer-sponsored and document attestation is stricter and slower than elsewhere in the Gulf.
Best for
Salaried professionals in energy, engineering, healthcare and education recruited from abroad.
Who this may not suit
People who need mobility between employers, or who plan to bring family on a mid-range salary — sponsorship is tightly held and dependant visas carry income conditions.

Key trade-offs
- Residence is tightly bound to the sponsor, and transfers between employers are restricted rather than routine.
- Degree attestation is demanding — some qualifications and institutions are not accepted at all.
- Untaxed income at source does not mean untaxed at home; check your own country's position first.
First steps
- 1 Confirm your specific degree and institution are accepted for attestation before accepting an offer.
- 2 Complete attestation and the overseas medical before travelling.
- 3 Take the local medical and biometrics on arrival to obtain the civil ID.
- 4 Keep certified copies of every attested document — replacements are slow to obtain.
What changes often
- · Work-visa issuance rules by nationality and age
- · Kuwaitisation quotas and public-sector hiring policy
- · Dependant-visa income thresholds
